Why are regions represented multiple times and inconsistently in the tree?

For example, if I look in the 'United Kingdom > England' there is the county '... > Kent', but there is also '... > South East England > Kent', and when I select these two Kents, they show up with different boundaries. Please explain what is going on here -- I'd like to download all admin-6 (i.e. counties) in the UK, and don't want to obtain a confusing/inconsistent/overlapping set. Thanks.

This is a question for the OpenStreetMap community. We are just displaying the data as is. We are not responsible for the data, neither creating it or changing it.

The two polygons exists in the OpenStreetMap database:

From a vast look at the data it looks like one of them is some form of a historical definition.
